Reducing numbers affected by alcohol addiction and binge drinking reportedly demands a long-term approach.
According to Chris Sorek, chief executive of Drinkaware, the law and education both have roles to play in limiting dependency and binge drinking.
"Tackling the UK drinking culture requires a long-term approach. A range of measures will be required to create that change and education is an essential part," he explained.
He added that a substantial proportion of the population are already placing themselves at risk of developing health problems or addiction by not knowing how many units different drinks are worth.
"Enabling people to make positive choices about the role of alcohol in their lives and lifestyles is an essential part of creating a more discerning and empowered population," he noted.
Mr Sorek's comments follow the publication of new guidance from the National Institute for Health and Clinical Excellence.
The institute recommends that the amount of alcohol Britons can bring home from Europe should be reduced to limit binge drinking.
Further suggestions in the government-commissioned report include introducing a minimum price for alcohol and banning advertising.
